    It would be so much better if the helmet rule for pillions is forced too. That will mean actual protection

    Not only in Gurgaon even in Nagpur also I have seen the girls cover fully and only eyes can be seen. Though helmet is compulsory but people do not use it.

    its common site in all tier 2/3 cities. i have noticed in Pune/Indore/Bhopal, seen in other cities (Blore/Hbad) as well but not that common. specially Girls do so to protect their face from dust and sun. saves them from getting darker.

    Doli :DShrinidhi, I wonder if this was the case, these were two girls riding a scooty but then what do I know!I entirely agree with you Sangfroid, not riding with a helmet is scary.Babli, I think the for pillion rider it is not compulsory in some places but I might be wrong.Nilesh many of us are already dark, thank god for that :DRocksea, that is true, it indeed gets quite polluted.

    As a kid I had always associated covered faces as those of dacoits and terrorist :)…hopefully they were not in this case
